Don't worry. That "Wanted" rule uses an "username" command, which puts the name of the user viewing it as the name. That rule isn't targeted at anyone in particular.

Rule 4 is the same thing as Tex's signature. A username command. It shows the viewer their own username, so everybody sees it as their own name, wanted dead or dead.
