[solved] Legendary Characters

So, we recall that PKMN Mystery Dungeon 'prioritizes' its Pokemon differently compared to the main series. In Sky, shaymin see to lose their legendary status to an extent due to the fact that there's a village full of them.
If you take that into account, and simply roleplay it the same way you would any other normal Pokemon, is it an acceptable character?
If yes, would there be an extra cost anyways?

No. No Pokemon generally classed as legendaries are allowed as characters. Rotom and Phione characters are also not allowed.
