» Aims: To work together to steal things for the benefit of themselves and others. Synd'r's own personal goal is pretty much to build a 'family' of thieves similar to that of the Black Quill Thieves in her history.

» Board Name: Phantom's Hideout
» Board Description: An underground network of tunnels that is located beneath Grassveil. There are several 'rooms' within these tunnels, used for residential and storage reasons and the tunnels have multiple entrances, each with their own way to get in and are all hidden from view. The two main entrances include one near the residential area of Grassveil, and the second is near the Small Pond.

» Rules of your organisation:
-Characters joining the Phantoms can be a member of other organisations or IOs, such as the Guild, Police Force, etc. This must be stated in a character's out-of-character application. You can however choose to hide this fact in-character.
-Betrayal is not tolerated with the Phantom Thieves. If someone within the Phantoms finds out that another member has given up information about the Phantoms or other similar offenses, that character will be driven from the Phantoms and their identification feather taken back.
-High profile targets chosen by the Phantoms are to be agreed upon by multiple 'high-ranking' members. This is to prevent a single member from acting alone and getting caught, endangering the whole organisation.
-Information and other 'assets' for and from such big targets/high profile heists should be brought directly to Synd'r or another 'high-ranked' member of the Phantom Thieves to minimise the risk of leaking information outside of the organisation.
-Those who join the Phantoms agree that their skills may be called upon for a 'job' if they are ever needed and must respond to the call in some way.
-Although there is no official quota when it comes to stolen items or money that is required for you to remain a member of the Phantoms, it is generally considered that you must remain actively associated with the Phantom Thieves and communicate with Synd'r regularly so that she knows what situations everyone is in.
-Violence is permitted on smaller jobs in certain circumstances, but when it comes to larger jobs, violence should be avoided unless truly necessary to avoid the Phantoms being labelled as thugs or assassins rather than thieves.
-Murder is outright forbidden when on a job associated with the Phantom Thieves.

» Extensive Description of Organisation:
The Phantom Thieves, or 'The Phantoms' for short are an organisation that works together in order to steal from their targets. The presence of these thieves banding together under one organisation allows them to work together to steal from more high profile targets that would perhaps otherwise be harder to steal from.

The Phantoms would have their own hideout where members can come to stay to keep out of the eye of the Guild or Police Force, and this hideout also provides a safe place for members of The Phantoms to discuss plans or potential marks and otherwise socialise without being under the watchful eye of those who might arrest them.

The organisation is lead by Synd'r the Vulpix, who wishes to gain allies to help her in these more high profile heists as well as attain pokemon that she can depend on for help with skills that she otherwise would not specialise in. Characters applying for a place within the Phantom Thieves can pick or outline a specialty (or multiple) that their character would be known for within the organisation, and their character would likely be called upon when such a specialty is needed for a job.

Characters with other roles, such as guild members, police force members, shopkeepers, etc are all encouraged to join the Phantom Thieves as the information gathering opportunities presented by such a position would be valuable to them. When a character applies to be a Phantom Thief out of character they will have to state that they belong to another organisation, however when it comes to in character interactions, the character in question may choose to hide their association with other organisations from those who are members of the Phantom Thieves (including Synd'r herself.) This should however be stated on the application to prevent future confusion. Synd'r will of course be more likely to trust a character however if they do tell her about any other jobs or memberships upon joining.
(It is also suggested that people who want to join who are part of other IOs seek permission from the founder/leader user of those other organisations if they want to also join the Phantoms as some of them do have rules against being in more than one IO.)

When a character joins the Phantom Thieves, they are gifted with a red feather that doubles as a lock pick, with the feather's shaft (the quill part) being converted into a lock pick. This feather acts as identification that you are a Phantom Thief to other members of the Phantoms, but is also an inconspicuous accessory doubling as a useful tool for thieves.
(To clarify, this would be a gift not paid for with an IO budget and is only generated for joining the Phantoms. Generation of this item should be permitted as it is purely used in-character and has no effects ooc.)

Although the Phantom Thieves will occasionally work together on higher profile targets, these take time to gather the needed information and planning in order to complete the heist. As such, there are often smaller jobs that can be done towards this bigger goal. For example, if the Phantoms were to perform a heist on a shop, they would need to gather intel about said shop and the pokemon who run it. Characters who complete these tasks would be rewarded using the IO budget system, either with items or with poke. There would also be pieces of intel or briefs for smaller targets that smaller groups of Phantom Thieves can take on over the course of one thread rather than building through multiple. These would also be rewarded through the IO budget system as well as giving opportunities for the Phantoms to work on smaller 'heists' in between larger ones. Completing tasks in this way would also be a way for a character to establish trust with the leader Synd'r and other higher ranked members.

Examples of these smaller tasks might be 'obtain x item for the heist' or 'find a covert way into x place', with specific tasks branching out to match other specialities as more characters join the IO. The intel gathering jobs would have very short briefs so that RPers may be creative with how they find out that information, and what the information itself consists of.

These smaller tasks will of course all culminate in a larger heist. These larger heists would allow for slightly larger groups of users to all join for the final heist, either by RPing together or Rping their separate parts of the heist in a single heist thread. Whilst the IO is still small, these heists will of course be smaller and with less members, but will grow in size as the number of Phantoms increases. The members who participate in this final heist thread would get some form of reward based on the what is stolen, with the rest of their profits going to those whom the Phantoms choose to help with their successes. And of course it will be a ton of fun to RP characters doing badass and creative things in order to pull off the heist!

Although the first few heists and their related jobs will be created by @Solilo, it is encouraged that future heists be created by other users whose characters are part of the Phantom Thieves. In-character, this could be considered that character bringing a potential target to the group's attention for example. Anyone who feels up to it can create a heist idea of their own, although the general idea would likely need to be approved by @Solilo (or other staff) beforehand to make sure it coincides with the site's lore and doesn't overstep the boundaries of other people's RPing. For example, someone creating a heist with the sole intention of stealing a specific item or monetary amount from another person's character would not be tolerated unless that user has agreed with express permission that their character can be a potential victim for the Phantom Thieves.

Of course, it's likely many heists will not actually include the characters of other RPers as victims and so most targets will be NPCs; characters that are made up for the purpose of these heists. As RPers may encounter this target and other NPCs during the course of the heist, The Phantom Thieves IO will need to 'generate' the appropriate NPCs for such threads.

This IO also has the potential for Rpers to create plotlines based around their characters being double or triple-agents, either for or against the Phantom Thieves. However, the Phantoms are very particular about loyalty and the security and safety of those loyal to them. As such, were an individual to ever betray the Phantoms, they would relocate their hideout to ensure the safety of their remaining members. To coincide with this in-character reaction to such a betrayal, the Phantom's Hideout board would be re-located to another location on the forum in the event that such a betrayal ever occurred, in order to prevent their hideout location from leaking out. The board's description would also be edited under such conditions.

Footnote;
To explain the terminology of 'high-ranked' as mentioned in the rules for the Phantoms: Pokemon who have been members of the organisation for longer, as well as those who consistently contribute towards them and uphold their rules are more likely to be classed as 'high ranked'. Out of character, RPers will be notified when their character begins being classed as this. Outside of this, 'high-ranked' also applies to Synd'r and her second in command.

Currently denied by @Pikashock because:
1) EXTENSIVE DESCRIPTION: While the rest of the form seems fine, there are concerns about the amount of uncertain statements with "I wish" or "I hope". Because this section should be certain about what exactly will be planned and accomplished with this IO,
if you could revise the section to be more certain in order to give a better idea of the IO,
that would be great.

The Phantom Thieve's Hideout board will be added under Grassveil shortly and you can post any threads you might need there. You're the head admin. You admin stuff there. You'll have access to it. Actually you could probably even do all that yourself, I'm just the go-ahead guy.

Don't forget to write up your description and entry requirements and send them to an administrator so they can be added to the IO list found in the rules board.
