Tutor Move Question

As you can probably see from the title, I've got a question about tutor moves. If a Pokemon could learn a move from a tutor in past generations, but couldn't in X and Y, are you allowed to have your Pokemon learn that move?

(For example, Vulpix could learn Ominous Wind and Iron Tail as tutor moves in generations 4 and 5 respectively, but can't get either as of gen 6.)

I'd like to take a moment to plug in my own question as it is in the same field as Fllicker's: is this forum sticking true to what the games say are tutorable or are we allowed to, as long as it is properly explained, be taught other moves that logically could go with the character?

For example a vulpix could be tutored to learn fire fang but wouldn't know how to use water gun.

It's generally accepted that any move that it seems logical for a character to learn, they can learn via move tutor. So theoretically, Vulpix would be able to learn Fire Fang. Concerning X and Y, yea you can learn move tutor moves that the species was able to learn in past generations and not just x and y.
