Gone RP {WIP but still accepting apps}

Parents, gone. Teachers, gone. Police, gone. Fire Fighters, gone. The Mayor, gone. Any adult in the city, gone. What's left, kids the age of 15 years and under. What do YOU think is going to happen? Will there be order? Will there be chaos? Who will step up to be leader? Mutations have begun to appear in the animals of the area, and in the kids as well! Who will step up to be the leader, and if anyone, who is the better leader...?

Rules
1. Powers are randomly given, there is a chance you will NOT be able to receive a power.
2. Powers, however, CAN be added into the "lottery" which means that if you suggest a power(that isn't stupidly powerful) it will be added into the list of possible powers that a character could receive.
3. No God Modding
4. No Power Playing
5. This is pretty much a FREE RP, meaning you can have your character try to be leader, or you can choose someone else's character to follow, or pretty much anything that is in your character's character.
7. You MAY include relationships between characters with the other rper's consent. Meaning you can have them be Boyfriend/Girlfriends or friends or even family
8. ANY AGE 15 AND BELOW IS ACCEPTED

List of Powers In "Lottery":
Buoyancy:
Allows user to float in the air(with no control) or sink into the earth(for as long as you hold your breath) at will.

Sight:
Allows user to create a working eye in a wall, floor, ceiling, and even someone's clothes(in other words inanimate objects), the wall it is created on must be seen by the origional eyes, and only one can be created at a time and will blind the two natural eyes and replace vision with the new eyes.

Circuits:
User is able to bypass electronically locked doors by traveling through the circuits inside and exit on the other side of the door. This ability can be used with computers as well and pretty much means you can travel to ANYTHING CONNECTED TO POWER OUTLETS. Electricity is not needed for this power. Power drains energy highly, and can cause seizures to the user within the next hour of after being used.

Break:
Allows user to send a powerful shock wave through the earth, highly dangerous, can hurt allies, can cause havoc. Force CAN break bones of what was used to create the force, IE: You use Break with your fist on a wall to demolish a building, you hand will crumple and extreme pain will shoot through it. You will no longer be able to use your hand(or whatever was used) again until a decent amount of time has passed in the rp(time skips will usually result in all wounds being healed depending on the seriousness)

Shatter:
Allows user to break up body into tiny shards and bring self back together again. Process is highly painful and has a 2 second delay before actually breaking the user up. The user can control and still feel pain in this shard like form. They can stay in this shard like form for only 30 seconds and must wait 5 minutes before using it again.

World Delusion:

Should Caleb believe himself to be faster than Bob, the wind will blow in such a manner that it will boost him enough that he can beat Bob in a race. Conversely, if he believes himself to be weaker than Bob, dumbells would become heavy in his hands when he knows that they are carried by Bob with ease. Effects are not limited to Caleb, though; if Caleb believes himself to be the most clumsy person in the school, people who are clumsier than him would find that there are fewer accidents around him. World Delusion is not a precise ability, nor is it a reality bending ability; words on a page would not change in order to accommodate Caleb's belief that he is smart, for example. It has no influence over sentient beings such as humans or greater dragons, though it can influence animals or even speed the growth of plants if it aids Caleb's delusions. The most damning limitation of all, however, is that it only influences the world based on what he truly believes about himself. His belief that his shoes make him faster do not make the world react, and he cannot make himself believe that he's faster than Bob solely in order to win a race against him; he must truly believe it.

How Powers and Normals will be determined:
The normal human odds will be input into a randomizer based on how many users are joining the rp. If there's 4 users in the rp, then 4 normal humans will be enlisted in the randomizer with a list of the powers. So the more people that join, the more likely it is to be a normal human, BUT the more powers that are suggested, the more likely it is to have a power.
