i'd like to know if i'd be able to use a Noibat as my character, if this is approved, then i am one step towards possibly being able to play the character i have in mind.

Noibat isn't on the Currently Banned Species list, which is located in the Character Applications board, so yes you will be able to make a Noibat character c:
