Friend Wanted for Future Character!

Now I'm kinda planning a Budew/Roselia outlaw, but due to the rule about baby Pokemon, I need something that will trigger the character's evolution pretty early on. I mean, let's be honest a Budew outlaw isn't all that threatening |D

So what i'm looking for is someone who is willing to volunteer one of their characters to have a history with my upcoming Budew character. She's a confident female who finds a thrill in stealing and other criminal acts. She does it mostly for personal enjoyment after discovering the thrill of it when she was younger. I'm hoping that the character she has a history with will have in the past helped her steal food from a group of pokemon that were hoarding it in hard times. (Her family were getting ill from malnourishment, which was what provoked her into stealing in the first place).
So basically the character will have changed my budew character's life, as it was in that instance that she discovered her love for the thrill of thievery, and also stealing that food is what saved her parents. I also hope that as one of the first few threads with the budew character, she can re-meet the character that was involved in her history and thus be overwhelmed with happiness and friendship (the criteria needed for Budew evolution) and thus evolve into a Roselia.

Soooo~ If anyone is willing to volunteer... the character doesn't have to be an outlaw or thief themselves, but could have just reasoned that what they were doing at the time wasn't bad as it was helping someone or something, etc. But of course it's up to you |D

If you don't get any better offers, Avaria's history would allow her to be a friend. Since she spent her time wandering around, and isn't one to stick around, she could have helped your character out and left. Plus, she began stealing to take care of her family and continued for the thrill of it, so she could sympathize with your Budew/Roselia.

Uh...My vulpix could work! Since well she was apart of a "desert" town..Okay a area affected by drought and since there has to be greedy people...Then they have to shorten food the other pokemon get! You get the point? They have to steal the extra food and give it back. And we all know how that will work. So 1. Your Budew/Roselia could get into the habit of stealing from all of that...and 2. That should really explain the happiness thing. Meeting up with someone who you thought would never see again and having that 1 in a million chance should do something awesome! And 3. Pokemon development!! So. Offer #2

@Pika i'll definitely keep your offer in mind as I build up my poke levels to afford Vesper, cause I know Ava is an interesting character and she fits pretty much perfectly :3

@Berry, I had actually planned for Vesper's former home to have been a forested area |D I'm currently thinking along the lines of a harsh winter being the hard times they're going though, and perhaps the reason why it's so hard for everyone is because those pokemon are taking most of the food for themselves.
