» Personality: Although occasionally clumsy due to the fluctuating size of her balloon like body, Elvire is a kind-hearted individual who doesn't like to cause genuine trouble for others, although she doesn't mind playing the occasional trick or two. She would never trick anyone with malicious intentions in mind though. Elvire isn't the most knowledgeable individual, but she is eager to learn new things and will quickly warm up to pokemon who don't discriminate against or automatically fear her for her ghostly typing. She's a little bit of a softie when it comes to youngsters, and really just needs friends who trust her and will respect her in order to flourish and come out of her more reserved shell.
» History: Hatched to a Gengar father and Drifblim mother, Elvire has one sibling, a brother who was born a Gastly but has since evolved into a Haunter. Elvire and her brother were close as youngsters, despite the latter being a bit of a troublemaker. When they thought themselves old enough to leave their parents and find their own path in the world, they continued to stick together.
Elvire and her brother travelled from place to place, being moved on from various places until they settled in the house on the top of Pricklemist Hill. After this, Elvire's brother seemed to become a leader of sorts to some of the other ghost types already living in the house. Protective of their new home and not wanting to be chased out, Elvire's brother began to scare anyone who dared enter the house. Under this leadership, the other ghosts of the hill began to terrorize and attack anyone who would dare step into the house that they had claimed as their own but never once showing their faces and utilising their ghostly abilities to remain hidden. Although Elvire herself was responsible for scaring some individuals, she had never outright attacked any of the so called trespassers, and was worried as her brother and the other ghosts became more violent than mischievous to those who would visit the house.
Rumours spread about malicious spirits living in the house on the hill, and two members of the Windrose Scouts, Russell and Deimos, came to investigate the oddity.
After the duo settled the matter with the ghosts living on the hill, they offered refuge in the Windrose Library to any who were willing to put aside their mischievous ways and get along with the current residents. Although the other ghosts refused the offer, Elvire found herself interested in the Windrose Library and the opportunities it presented for learning and also finding a home of her own. Plus, Russell seemed like a nice pokemon, so why not give it a shot, right?
» Justification: Since the founder and all of the other WS members go out on their own to explore a lot, the Windrose Library needs someone who can stay behind and take care of it when no one is home. Elvire is the pokemon that does this. After a length of time under Russell's tutelage she also takes over the upkeep of the report archives.
