The tower cannot be accessed by normal means, and Morpheus is trained in helping this tower appear. Kirie works with him, and trains to help the dream tower appear without his help. There's a free service to help pokemon sleep in general. There's also a service that is significantly less that allows you to have an on command lucid dream where you can control the dream.

The ability to obtain items not normally obtained in the forum(such as Dubious disc and thunder stone) to get these items, the pokemon must go through the Dream Tower and reach 10 floors.
The shop also offers a way to get Egg Moves, 15 floors must be completed in order to gain the ability to learn 1 egg move in the waking world.
